ILS Locomotive and Riding Car/Rolling Stock Storage Policy April 5, 1998 The ILS adopted the Equipment Storage Guidelines as a means of specifying and regulating; the type of storage space available on the club property, the dimensions of that storage space and the amount of storage space that members are entitled to at no cost. The ILS tries to accommodate all equipment that members might want to store on the club property as long as it fits the dimensional space provided. Special storage facilities will not be built for any member for any specific piece of equipment. Equipment Storage Coordinators are responsible for maintaining equipment records and storage space assignments.
1.0 STORAGE SPACE CLEARANCE DIMENSIONS 1.1 The use of storage space for ILS member equipment shall be subject to the clearance dimensions available in the various storage facilities as follows: A) Engine House Locomotive Storage Wide High 7.5 Upper Level (nominal 20 ft. long): 19 43 7.5 Lower Level (nominal 17 ft. long): 22 26 (under 7.5 Upper Level) 7.5 Lower Level (nominal 17 ft. long): 22 29 (under 4.75 Upper Level) 4.75 Table Top (17 ft. long): 13 - B) Car Storage Wide High 7.5 Car Storage Shed 20 - 7.5 McCormac Car Barn #1 & #2: 16.5 24 7.5 Engine House Car Storage: 20.5 29.5 4.75 Car Barn #1 & #2: 13 15 4.75 Car Barn #3: 13 15 1.2 Space allocation requests shall first be addressed to the Equipment Storage Coordinator. Exceptions to the clearance dimensions listed above, may be granted by the approval of the BOD and the Equipment Storage Coordinator. The BOD shall have the final authority and responsibility for making all decisions in cases where storage conflicts occur. 1.3 From this date forward, the ILS shall not be obligated to provide special storage space for any locomotive or rolling stock equipment that exceeds the storage dimensions listed above. 2.0
LOCOMOTIVE STORAGE 2.1 Locomotive Storage Space Allocation: ILS members with locomotives
in operating condition are entitled to use the engine house for storing their
locomotive(s) and additional riding equipment, not to exceed one (1) storage, as
engine house storage space allows. Excess
riding equipment may be stored in any of the other car storage facilities.
Locomotive storage space in excess of one (1) storage track shall be
granted upon approval of the BOD or the Equipment Storage Coordinator and shall
be forfeited upon the need for that storage space for new members with
locomotives. Members with both
7.5 and 4.75 locomotives shall be allowed the use of one (1) track for
each gauge as engine house storage space allows. 2.2 Locomotive Storage Priority (7.5 only): No storage priority on upper level storage tracks will be given to any type of locomotive (steam/diesel/electric/other). However, locomotives that exceed the storage dimension (height or width) of the upper level engine house storage tracks, shall be stored on a lower level storage track. 2.3 Steam Locomotive (all gauges): All steam locomotives stored in the engine house shall have a current boiler testing tag. An additional boiler tag shall be attached to the front of the locomotive storage track in clear view for inspection without the need to move a particular locomotive. Locomotives with expired boilers will be given 60 days for re-testing. This period should allow ample time for the locomotive owner and a boiler tester to coordinate a test schedule. If an expired boiler cannot be tested within the 60 day period, it shall be the responsibility of the locomotive owner to contact the BOD or the Equipment Storage Coordinator so that locomotives are not inadvertently moved to inactive equipment storage areas. After 60 days, the locomotive will be declared dead and Inactive Equipment guidelines shall govern, if locomotive storage space is needed. 3.0
LOCOMOTIVE FUEL & POWER SOURCES 3.1
Coal The amount of coal that can be stored in a coal-fired
locomotive shall not exceed the amount that can be reasonably placed in the
tender coal bunker. Additional coal
storage shall not exceed an amount that can be placed in one (1), 5-gallon
bucket and stored on the respective locomotive storage track.
Coal buckets shall be tagged to identify the owner. 3.2
Propane (and similar liquid pressurized fuels) Under no
circumstances shall propane be stored with its locomotive in the engine house.
Facilities are available outside the engine house for securing propane
storage tanks. Propane tanks shall be secured by club lock and key and shall
be tagged to identify the owner. 3.3
Oil The amount of oil that can be stored in an oil-fired
locomotive shall not exceed the amount that can be stored in the tender oil
bunker. Under no circumstances
shall additional oil supplies be stored in the engine house or on club property. 3.4
Wood The amount of wood that can be stored in a wood fired
locomotive shall not exceed the amount that can be reasonably placed in the
tender wood bunker. Additional wood
storage shall not exceed the amount that can be placed in one (1), 5-gallon
bucket and stored on the respective locomotive storage track.
Wood buckets shall be tagged to identify the owner.
The storage of fuel soaked wood in a locomotive or wood supply bucket in
the engine house shall be strictly prohibited. 3.5
Gasoline The amount of gasoline that can be stored in a
locomotive is that amount which can be contained in the engine fuel tank.
Under no circumstances shall additional locomotive gasoline be stored in
any fuel container in the engine house or on club property. 3.6 Battery Locomotives with batteries or rolling stock containing batteries may be stored in the engine house and may be charged while stored on club property. Battery charging systems shall be approved by the BOD or the Equipment Storage Coordinator and shall be tagged to identify approval and owner. ILS Rules and Regulations for Battery Powered Locomotives shall govern. 4.0
RIDING CAR/ROLLING STOCK STORAGE 4.1 Rolling Stock Storage Space Allocation (4.75 only): The 4.75 Track Committee Chairman shall designate the location and limits of rolling stock storage pending approval from the BOD as rolling stock storage space allows. 4.2 Rolling Stock Storage Space Allocation (7.5 only): ILS members with
rolling stock in operating condition are entitled to the use of any of the car
storage facilities for storing their rolling stock as rolling stock storage
space allows. The amount of rolling
stock storage space allocated for each member shall not exceed 40 lineal track
feet. Additional rolling stock
storage space in excess of 40 feet shall be granted upon approval of the BOD or
Equipment Storage Coordinator and shall be forfeited when new members are in
need of car storage space. 4.3 Dual Gauge Rolling Stock Storage Space Allocation: Members storing both
7.5 and 4.75 gauge rolling stock equipment on club property shall be
limited to the amount of storage space for each equipment gauge as specified
above. 5.0 INACTIVE EQUIPMENT 5.1
Inactive Equipment (4.75 only): The 4.75 Track Committee
Chairman shall designate the location for 4.75 inactive locomotive and
rolling stock equipment pending approval from the BOD. 5.2
Inactive Equipment (7.5 only): Any locomotive(s) and/or rolling
stock stored on club property that has not been operated during the previous 1
year period shall be considered inactive. The
owner(s) of such equipment may be requested to relocate their equipment to the
dead equipment storage area located in the Car Storage Shed (Track #0).
If the owner(s) of inactive equipment cannot relocated their equipment or
be contacted within 60 days to relocate their equipment, then the BOD or
Equipment Storage Coordinator shall have the authority to relocate the inactive
equipment. 5.3
Inactive Equipment (4.75 and 7.5): Members having any
equipment in dead storage for a period exceeding six (6) months, will be
asked to remove their equipment from the club property, unless alternate
arrangements have been made with the BOD or Equipment Storage Coordinator to
secure storage rights past the 6 month inactive equipment storage period. 5.3.1
Equipment Disposition (all gauges): At such time, the ILS will
notify members (or relatives) by means of certified mail, return receipt, to the
last known address on record, of the status of dead equipment on ILS
property. Upon failure of the ILS
to receive instructions from the member or relative, within 60 days, will in
effect transfer ownership of dead equipment to the ILS.
The ILS will maintain the right to dispose dead equipment as the
BOD and Equipment Storage Coordinator deem appropriate.
This may include the outright sale of equipment to any interested buyer(s). 5.3.2 Loss of Membership (all gauges): Members that have resigned or have been terminated from the ILS for any reason, will have 60 days in which to remove their equipment from the club property. After 60 days, if the equipment in question has not been removed from the club property or alternate arrangements made, then the ILS will assume ownership and Equipment Disposition guidelines shall govern.
